Viktor Panov established the Arkhangelsk Youth Theatre in 1975. The idea was supported by the Shchukin Theatre School and its Rector B. Zakhava, professor, the USSR People’s Artist.

In 1991 the theatre became the Regional State Youth Theatre. The following productions are its landmarks: Light Souls by V. Shukshin, Don’t Listen if You Don’t Like It based on fairy-tales of S. Pisakhov and B. Shergin, Three Sisters by A. Chekhov, The Heart of a Dog by M. Bulgakov and others.

The long-time artistic director of the theatre and director of most productions is Viktor Panov, the Russian Honoured Artist.

Since 1990 the theatre has been arranging the International Street Theatres Festival in Arkhangelsk. It is held every June with no admission fee.
